The pace bowler has taken 309 Test scalps in 71 five-day games with an impressive average.
The Australian chair of selectors Bailey has stated that captain Pat Cummins will have a crucial role in the upcoming historic rivalry.
There were concerns that the 32-year-old might sit out due to a stress fracture in his back that had not yet healed.
Previous updates from the Australian camp suggested no final decision had been made regarding whether he would play, with the five-Test series kicking off on 21 November in Western Australia.
Bailey expressed that Cummins is "building up" and was "optimistic" about his chances of participating.
"It's clear that time is getting short and multiple considerations involved, not only his injury, but additional elements," Bailey remarked.
"The outlook is good. There's strong faith that he'll participate in a major part. With luck it's the first Test. Should that not happen, we'll adjust."
Injury History
Cummins was ruled out the ODI and T20 games against India and New Zealand in the previous weeks after examinations confirmed a lumbar bone stress.
Previous incidents include of back injuries, with setbacks in multiple past seasons forcing him out of three Australian summers in a limited period.
The bowler mentioned he would be proactive in his approach in his rehabilitation process to make the squad for the series.
The selector indicated that he did not know if the captain had resumed bowling as part of his recovery but conceded it was "becoming urgent" for him to regain fitness for the initial match.
Alternative Arrangements
In case of absence, ex-skipper Smith will take over the captaincy.
Versatile player Green was recently pulled out from the ODI lineup for their limited-overs matches against the Asian giants as a precautionary measure because of soreness in his side.
He labeled it as a "minor" injury and confirmed that Green will play in the Sheffield Shield, so will be "well-prepared to resume bowling."
"Considerable effort has gone into creating the schedule for him to take part for the initial game as an batting and bowling option," he elaborated.
"His involvement was limited to the starting games regardless. How he handles the cricket bat in white-ball cricket, should it hinder progress for a short period, the choice was made to take a cautious route."
